Front steps take more abuse than any other concrete on a Westchester property: full sun and shade cycling, every snowstorm's worth of salt, and constant foot traffic on exposed edges. They are usually the first thing to fail and the first thing visitors see.

Repair or replace?
Repair works when: the structure is sound, damage is limited to surface spalling or one or two treads, there is no settlement, and the steps are reasonably young. Resurfacing a structurally solid set of steps is genuinely good value — $1,200–$3,500 versus $6,000+ for replacement.
Replace when: steps have separated from the house, risers are visibly uneven, there is deep structural cracking through the full thickness, rebar is exposed and rusting, or the stoop has settled. Also replace when the geometry is unsafe — inconsistent riser heights are a real fall hazard and cannot be fixed by patching.
Exposed rusting rebar is not cosmetic. Steel expands as it corrodes — several times its original volume — and that expansion breaks the concrete apart from inside. Once you can see rusting rebar, surface patching will not hold. That section needs proper repair with the steel treated, or replacement.
Why they fail here
- Salt. Steps get more de-icing salt per square foot than anything else on the property.
- Freeze-thaw on exposed edges. Step noses are exposed on three sides and freeze faster and harder than a flat slab.
- Shallow footings. Many older Westchester stoops were poured on fill rather than on a footing below the 42-inch frost line. They heave and settle every year.
- Water from above. A downspout or roof valley discharging near the stoop erodes the fill beneath it.
- Poor drainage at the landing. Landings that hold water instead of shedding it deteriorate much faster.

Replacing steps generally means meeting current code, even if the originals predate it:
- Handrail required on stairs with four or more risers, graspable and continuous.
- Guard required on landings and walking surfaces more than 30 inches above grade.
- Riser height must be consistent — variation between risers in the same flight is tightly limited, and this is a common inspection failure.
- Tread depth minimums apply.
- Landing required at the door, generally not more than a set distance below the threshold.
- Footings below the frost line — 42 inches in Westchester.
A permit is generally required for full replacement. Permit fees for steps and stoops typically run $100–$400.
Making the new ones last
- Seal after full cure and then every 2 years. Steps need it more often than driveways.
- No salt the first winter, and use sand or CMA afterward instead of rock salt.
- Redirect the downspout away from the stoop before it undermines the new footing.
- Consider bluestone or brick veneer over the concrete — it costs more up front but the wear surface is far more salt-resistant, which is why so many older Westchester homes have stone treads that are still fine.
